Robert Hand is quick to qualify it: this does not mean the relationship will be merely intellectual. It means communication and intellect will be important factors in whatever it is.

What This Placement Describes
Mercury in a composite chart signifies the quality and manner of communication between two people. It also says something about how they affect each other's thinking and how they think as a couple. Hand's general point about the planet is that a well placed Mercury means the two can actually talk to each other, which he argues is indispensable even in relationships where the intuitive, unspoken understanding is strong. Even in the most compatible pairing, neither person can work out what is on the other's mind without some kind of verbal exchange.
He describes the alternative bluntly. When there is no real communication, people act on what they guess about each other, and eventually each is dealing with a partner who is a creation of their own mind. What is left is the image formed in the absence of understanding.
With Mercury in the first house, that failure is unlikely. Hand calls it a sign that the two minds are compatible and that the two are capable of thinking almost as one person.
How It Tends To Play Out
He rates it an excellent placement for any relationship involving business or commerce in any form, and for anything involving writing or a cooperative intellectual venture.
For a personal relationship he says it does no harm, and he says why: personal relationships often suffer from a lack of real communication, and that will not be this pair's problem.
The relationship has an outward-facing curiosity. Together the two will be interested in the world around them and will constantly want to explore and examine new aspects of its variety. Their shared attention goes outward, onto things, rather than only onto each other.
Hand attaches one piece of maintenance to the placement. It will be important to keep alive the intellectual interests the two share. The mental affinity is the live wire here, and it needs feeding.
The Opposite House
Hand's paired house rule comes from the mechanics of the composite. The farther of the two midpoints keeps some effect, and that effect increases as the two natal positions approach opposition, so a first-house Mercury should also be read through the seventh. Where the two natal Mercurys are near opposition, reading both is essential rather than optional.
The seventh house is intimate one to one encounter. Hand's own delineation of Mercury there describes a relationship able to think as a team and present a united intellectual front to the world, and he notes that the seventh, being angular, strengthens the planet. Read as an axis, the first house is the impression the pair's shared mind makes, and the seventh is whether it functions as a genuine partnership when the two turn and work on something together. The seventh also carries open enmity, which introduces the possibility of argument as a mode of intimacy.
Hand gives no threshold for when the second reading takes over and no method for blending the two. Both stand.
Where It Gets Difficult
Hand attaches no explicit warning to this placement, and it is better to say that than to invent one.
What can be drawn from the house itself is his general caution about a strong first house, which is that it describes the impression a relationship gives rather than what it actually is, and that a strong first house can indicate a relationship that is all show and no substance. Applied to Mercury, the risk is a pair who are visibly good together in conversation, quick and compatible in company, without that easy exchange necessarily reaching the harder subjects.
The maintenance clause carries a warning of its own. If the shared interests go quiet, a relationship whose bond is largely mental has less to fall back on than it thinks.
The house sets the issue. Whether the communication is warm, sharp, evasive or clear is described by the aspects to Mercury, which is a separate question.
